Query GPS state using the SPECTRAN V6 DLL

To help with verification and synchronization of system time, based on the SPECTRAN V6 GPS module, the latest version of the SPECTRAN V6 DLL does now allow to poll the GPS state & the GPS derived data like number of satellites and the timestamp.

A working example is provided in the SDK example folder (GPSTime.sln)
