NEW: Reduced CPU/GPU load for low power systems

The latest RTSA-Suite PRO squeezes a bit more performance out of ultra low power systems:
- We are now using tripple buffering to reduce dependency on gfx card
- Stoping update of histogram in pause mode
- Implemented an improved substream category handling
- Added a fast rate adaption of IQ file compression on stream discontinuities
This impovements are also quite usefull for the RTSA-Suite PRO running as a background task.
