Expected meaning of RBW | How is the RBW calculated ?

RBW: Resolution bandwidth
it means in plot each pixel in horizontal axis can define how much frequency

please check this photo

from the plot i expect RBW is about 14.7Khz . but in legend wrote 20.5K
whats the reason of this difference?

Those are the BINs not the RBW.

The RBW depends on the used FFT windowing function e.g. "Hamming", "Flat Top" etc. and is calculated by the 3dB delta from the peak:
