NEW: Upconverter and Downconverter Support

We will soon offer a frequency offset capability enabling the SPECTRAN V6 to set the source frequency independently from where the receiver is tuned e.g. needed when using third party downconverters.

This feature is now implemented by using the IQ Demodulator Offset Tuner and Frequency Offset blocks.
